    Description: Impose requirements on school districts on how to define gifted children for which extra state funds are provided for courses for gifted children. Prohibit basing the definition simply by enrolling in an advanced placement course or an international BA course. Require a cut in state funds for a school district gifted course program in 2015-2016 if there had been a drop of more than 20 percent of the number of children in the program the prior school year.
