    Description: Earmark one-tenth of a cent of the state sales taxes to the Transportation Department. Raise the trasfer rate another one-tent cent if state tax collections grow by at least $150 million in one year -- with a maximum transfer of one-half cent of the sales tax going to the Transportation Department.
