FILL:Daniel says the money should filter down to the local level where it's needed most.

Daniel says the money will go to several key areas, including improving communication between health officials and hospitals.

Now, Missouri must tell the federal Health and Human Services department how it plans to spend the money. Once the H-H-S approves the plan, Missouri can start spending.
