The bill calls for another vote of the people on the right to carry concealed weapons.

Democratic Senator Ken Jacob sponsors the bill. He's traditionally against guns.

He says he wants a bill that is more discerning on who gets a permit.

Contents: Ken Jacob explains how under his bill, the highway patrol would decide on a case-by-case basis who had the right to carry a concealed weapon.

But, Jacob's staff left out the main goal that prompted the bill...a provision which would limit the bill's application to those who prove they have good cause for carrying a concealed weapon.

Jacob says he'll correct his mistake with a subsitutue bill.
