Representative Barbara Fraser says millions of pets are stolen every year.

Mistakingly, people often assume their pets are lost.

Fraser says that's not the case at all.

OutCue: "ACTUALLY STOLEN"
Contents: FRASER SAYS SHEEP DOGS AND HUNTING ANIMALS AREN'T JUST LOST. THEY'RE ACTUALLY STOLEN.

Fraser says these pets are stolen and then illegally sold for research purposes.

Fraser's bill permits harsher penalties, including a sentence of up to seven years in jail for those who steal pets.

The bill also establishes a Pet Registry for lost and stolen pets.
