House Bill Would Allow Neighborhoods to Tax Themselves

State Capital Bureau Small neighborhoods within a city would be able to form their own government under a bill debated in the House Tuesday. Liz Cafer has more in Jefferson City.

The bill would allow neighborhoods to form what's called a "community improvement district."

Those districts would then tax everyone within the neighborhood, including not-for-profit groups.

A local board would use the tax revenue for local community improvement projects, like forming anti-crime programs.

But St. Louis Representative Dorathea Davis changed the bill to exclude the city of St. Louis. She says the bill gives too much decision making powers to the local boards, since they're the ones deciding on the particular projects.




"That board will decide what's to be done to the point of buildings being taken down. And in the area that I live, where there are a lot of historic areas, that's not acceptable."

Davis says that she would support the bill if it's improved to meet the needs of her district. In Jefferson City, I'm Liz Cafer for KMOX.
