The desegregation bill passed by the Senate Tuesday gives authority for the Governor to appoint a three member board of governance to take over for the St. Louis City School Board.

Carnahan responded to Banks' concerns.
Banks' fellow St. Louis City Senator Bill Clay supported the bill and said he doesn't have confidence in the current school board.
