Danforth testified in front of the House Education Committee and said the bill addresses the two basic needs relating to desegregation.

Danforth said that the bill addresses the two basic needs of the case: money to keep the St. Louis City District operating and fund the volunteer transfer program.
Danforth said what he thought would happen if desegregation legislation is not passed.
Danforth said the other possibility is that St. Louis could end up like Kansas City and face school collapse due to lack of funds.
