The House defeated a measure that would restrict banks from charging fees to ATM customers of other financial institutions.

Representative Ed Hartzler, who opposed the bill, says ATMs are expensive to install and maintain, so banks must charge its customers to use the machines.

Actuality:"involved with that."

Contents: "There is a cost for those dollars that exist in those machines. A cost that most individual wouldn't think about. But anytime you have loose cash that is in the form of currency being used in the operation of a banking institution, there is a cost that is involved with that." (527-531)

Under the bill defeated by the House, ATM machines would need to post notification of all charges before each transaction to warn its customers what they have to pay.
